- Works well for short skirt and above the knee costumes!
It was less poofy and more stiff because it was hard (on mine) to keep the two layers separated but that wasn't a big deal for what I was wearing it for. It's little scratchy but if wearing it as part of a costume, especially with any kind of leggings, it really isn't bad at all. I still gave it 4 stars because it fit what I was looking for and what I would expect for this price. You can't expect really high quality, every-day use stuff for this cheap. It gave my short skirted pirate costume the extra poof it needed and it was the one recommended by the same manufacturer. It doesn't work well with longer skirts but my boyfriend seems to like it without a skirt or dress over it too ;) Long story short, it's worth the price. The section around the hips is pretty comfy for me (size 6) but it seems like it would fit anyone not falling into plus-sizes. If you're looking for more poof (which I didn't need, anymore more would not have looked good with my costume) and are willing to spend a little more but still keep it pretty cheap and also short-skirted, try a tutu from Hot Topic or somewhere similar.

I ordered this for my Halloween costume and while it did work I was a little disappointed. I expected it to be fuller but it is just very thin. It didn't add fullness to the skirt at all only a peek of lace at the bottom. The waist band is a little strange too. Very tight even on a small girl. It showed through my costume. I wouldn't purchase this one again and I probably won't use it again.

It was just what I was looking for. It fit great and made the costume look great! no complaints!

I wore this under a Halloween costume. It worked well and gave the costume the right lift but was a little itchy on your skin. I had hose on underneath it so that helped.

- VERY SHORT
One word of caution- short. If this petticoat is to be worn below an already short dress/skirt, your entire rear end will be exposed. It looks like nothing in the picture, the lacy bottom does not at all drop, but sticks out horizontally leaving nothing to the imagination. I could not use it with my pirate wench costume, and contrary to another reviewer, the costume did not at all look "weird" without it.
